President Lourdes C. Generalao represented Dr. Ricardo E. Rotoras, President of the Philippine Association of State Universities and Colleges (PASUC), in the two-day Social Development Initiatives Summit organized by the Office of the Cabinet Secretary Leonicio Evasco Jr.

With the theme “Malasakit at Pagbabago”, the event was conducted last August 17-18, 2016 at the SMX Convention Center, SM Lanang, Davao City.

The Summit was attended by more than 400 representatives from the national government agencies, sectoral organizations, regional associations, people’s union, as well as many other members of Philippines’ society’s marginalized sectors.

The said event aimed to achieve the following objectives: a) draw in the government and basic sectors in creating the social development plan (inclusive), b) recognize doable collaborative initiatives and actionable proposals, and c) think of measurable convergence mechanisms.

64% USeP Agri Engg new grads pass board exams; AE dept vows to improve performance

Nine from the fourteen (64%) fresh graduates of the University of Southeastern Philippines were announced newly registered Agricultural Engineers in this year’s Licensure Examination for Agricultural Engineers (LEAE) which the Professional Regulation Commission (PRC) conducted last August 17-18 and released last August 19, 2016.
Nineteen takers from USeP took this year’s challenge vying to become full pledge agricultural engineers; 10 were pronounced to be part of the 396 passers out of 1,002 examiners nationwide. Of the 10 passers, nine were fresh graduates and one belonged to Class 2015.
From the 14 fresh graduates, five were 2016 regular graduates and the remaining nine graduates stayed more than five years to finish the degree. The five regular graduates are now lucky engineers out of 38 enrollees who initially enrolled as first year students in 2011.
For the first takers, 10 out of 17 or 58.82% made it to the roll of successful examinees while no re-takers passed the examination, thus clinching a 52.63% AE Board performance rating for USeP, which obviously notches higher than the 39.52% national passing rate.
In an interview with the Scribe Publication, the Agricultural Engineering Chairman Dr. Ireneo P. Amplayo said that “while the LEAE result is still relatively higher than the national passing rate, the consolidated annual result indicated a downtrend which is quite alarming since this year’s result is the lowest institutional performance of the school compared to what were achieved in the past years”.
“This year’s Board result is definitely the school’s lowest LEAE performance since 1985. Nevertheless, when viewed together with the results of all participating schools, USeP’s output is still comparatively high in that we have more passers and ours is such a better institutional performance than many other universities nationwide. Moreover, our fresh graduates especially the regular students had performed well”, Amplayo furthered. Nonetheless, it would still count most to look at our own performance through the years as a gauge of reference. That is, we have to look at how we competed with ourselves; and how we fared.
From this year’s institutional performance, the department is mapping out plans to improve its performance the next time around and not only arrest the prevailing downtrend but reverse it. As one of the leading universities offering Agricultural Engineering program, the Department aims to upgrade the results by incepting improvement and development in the areas of curriculum, instruction and the like.
“The Department will be a lot stricter on the Pre-board for the graduating students. No more removal shall be implemented next year”, Amplayo stressed.
Meanwhile, the Department has embraced the Outcome Based Education (OBE), and the restructuring and shaping of the curriculum to implement the new Bachelor of Science in Agricultural and Biosystem Engineering (BSABE) in 2018.

False Bomb Threat and Bomb Joke

Let us be cautious of BOMB PRANKS and be warned that making or circulating any BOMB JOKE/S in the country is prohibited and penalized under Presidential Decree (P.D.) No. 1727, known as the Anti-Bomb Joke Law. Those circulating hoax warning also through email and text messages can be held criminally liable as it constitutes a willful dissemination of false information which is punishable by law.

As clearly provided by this law, verbal or written communication that conveys false information about the presence of bombs or similar devices is punishable upon conviction with imprisonment of up to five (5) years and/or a fine of up to Forty Thousand Pesos (P40,000).

In addition, any excuse and reasoning that he/she was only joking is not a legal defense to absolve him/her from criminal liability under this law since his/her act of knowingly giving a false information, which he/she himself knows to be false, is already an act that maliciously conveys a threat to the public involving explosives which is exactly what is prohibited under this law. And thus, even he/she was just playing around by stating that he/she had a bomb although there were no bomb/s found in his/her possession, he/she would still be criminally liable for his/her threat-laden statement as expressly provided under the aforementioned law.

ADVISORY on the imposition of security measures involving students and non-employees of the University

In the aftermath of the bombing incident and the declaration of President Rodrigo Duterte placing Davao City in a state of national emergency on account of lawless violence, the University will be implementing stricter security measures.

The Security Services Unit has been directed to cause the implementation of the following procedures upon entry of students and visitors at all University campuses:

1. All hand-carried bags of students and visitors must be checked for any prohibited items;
2. There should be a body search for all students and visitors until the state of lawless violence is lifted by the President;
3. Students and non-employees entering the University campuses must roll down the windows and open the trunk of their cars;
4. The occupants of vehicles entering the University campuses must present their ID cards and the drivers of the vehicles must surrender their driver’s licenses and;
5. Visitors and guests of the University campuses must have confirmed appointments before they are allowed entry.

Furthermore, vehicles belonging to visitors and non-employees cannot be parked inside University premises except those who attending meetings inside the University or transacting official business with the University.


SMAARRDEC awards 2016 Regional Best R&D Papers in Agriculture, Aquatic and Natural Resources

In line with the celebration of the Southern Mindanao Agriculture, Aquatic and Natural Resources Research and Development Consortium’s (SMAARRDEC) 29th Founding Anniversary, the Consortium staged its Regional Symposium on Research and Development Highlights (RSRDH) on August 22, 2016 at the Bulwagang Panlalawigan, Davao del Norte Capitol, Mankilam Tagum City with the theme “Enabling Competitive R&D Initiatives Towards Sustainable Economic Development in Agri-Aqua Sector”.
The annual regional symposium, conducted in the Region since 1987 recognizes the local researchers and extension specialists’ achievements and significant contributions in the areas of research, development and extension particularly in the Agriculture, Aquatic and Natural Resources (AANR) sectors through science and technology. Also, the event provides an occasion for sharing of knowledge and experiences among researchers and extension specialists from member-agencies of SMAARRDEC to foster collaboration and integration of various multi-agency research and development (R&D) undertakings by presenting the most significant R&D breakthroughs that are relevant and value adding to the AANR sectors in Southern Mindanao. Promising technologies are also identified for validation and possible commercialization purposes.
Competing entries in this year’s symposium were divided into three categories, 1) Research (Information for Dissemination), 2) Development (Technology for Dissemination), and 3) Posters.
Research category papers are those with result/s based on experimental or theoretical work undertaken primarily to acquire new knowledge directed primarily towards a specific aim or objective or those which are still to be subjected to further research and field verification. For Development Category, these papers are output of scientific work, drawing on existing knowledge gained from research and/or practical experience that is directed towards producing new materials, products or devices, installing new processes, systems and services and improving substantially those already produced or installed. These also include output of pilot testing projects or innovative works that confirm or demonstrate the feasibility of actually using a technology, modality or approach, gauging end-user’s reaction to introduction of improved technologies and identifying potential problems related to wider dissemination, utilization and adoption.
There were 19 entry papers, consisting of 16 papers for the research category, three for the development category, and 13 posters.

Winning the top spot of the information for dissemination category is the paper entitled “S&T Management Approaches against Fusarium Wilt [ Fusarium oxysporum f.sp. cubensse (Foc) on ‘Cavendish’ in Mindanao” presented by Prof. Belly T. Dionio of USeP. Rounding the second place was the paper presented by Dr. Merlina H. Juruena of the Provincial Agriculture Office of Davao del Norte entitled “Resistance and Susceptibility of Selected Banana Cultivars to Fusarium oxysporum f.sp. cubense Schl. Snyder & Hansen Stains. Third is the paper of Southern Philippines Agri-business and Marine and Aquatic School of Technology (SPAMAST) presented by Dr. Della Grace G. Bacaltos and Engr. Mark Jude F. Trondillo entitled “GIS for Upscaling the Seaweed Industry Operation in Davao Region and Tawi-Tawi Province.

The ‘Pablo’ Team placed first in the Development Category for the paper “Assessment, Capacity Building and Rehabilitation of Selected Pablo-Stricken Communities in Davao Region”. It was presented by Ms. Rizamae S. Palen on behalf of her co-implementers from USeP, DNSC, UPMin, SPAMAST and DOSCST. The paper presented by Ms. Grace P. Moralde of the Department of Environment and Natural Resources (DENR) XI entitled “Post Evaluation of Transferred Technology on Mass Propagation of Pagatpat (Sonneratia alba) in Sanipaan Island, IGACOS”, placed second. While the paper entitled Techno Demonstration on Japanese Sweet Potato at SARUARS, Marahan, Marilog Davao City’ presented by Ms. Maureelyn C. Dalam of the Department of Agriculture-Regional Field Office XI finished third.
Out of the thirteen (13) entries competing for poster category, the University Design, Development and Evaluation of a Mechanical Cacao Pod Bagger won as Best Poster. BPI-DNCRDCSPC’s “Increasing Productivity of Durian through Flower and Fruit Thinning” and “Banana Fiber: A Value Adding Product to the Banana Industry” placed 2nd and 3rd.
The selection of the top 3 best R&D papers in each category was based on the following criteria: significance of findings (40%), creativity, originality and quality of work (30%), manuscript/ write-up (15%) and oral presentation (15%). For poster, entries were evaluated as follows: visual appeal (layout/design, contrast and scale) [40%], content and coherence (40%), and relevance to agriculture, aquatic and natural resources (20%).
Dr. Lourdes C. Generalao, former SMAARRDEC Director, and currently the USeP President and RRDCC Vice Chair, highlighted in her welcome message the role of the researchers and extension workers in the continuing challenge of nurturing the culture of R&D in member institutions. She also emphasized that SMAARRDEC should remain focused and united in purpose to address the main priorities on economic issues of the new administration like hunger, local employment and poverty. She recalled the SMAARRDEC milestones that contributed to the regional development namely (1) Brgy. Bitaogan Project, (2) Land Use and Crop Change, (3) Fusarium Wilt Management, (4) Typhoon Pablo Rehabilitation, (5) Coco Sugar CSTBF, and (6) Capacity Building of institutions and R&D workers.
Helping SMAARRDEC chose this year’s winners was a panel of evaluators headed by Dr. Eufemio T. Rasco, Jr. of the National Academy of Science and Technology (NAST), Mr. Angelito T. Carpio from the Crop Research Division of the Department of Science and Technology – Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (DOST-PCAARRD), and Ms. Elsie Mae A. Solidum, Assistant Regional Director for Technical Services of the Department of Science.

KTTD Hosts iDEYABREW

The Knowledge and Technology Transfer Division (KTTD) of the Research, Development and Extension (RDE) Office of the University hosted the iDEYABREW Ideation Workshop conducted by the Center of Innovation and Technopreneurship of the Mindanao State University – Iligan Institute of Technology (CIT@MSU-IIT) on September 6, 2016 at the University Social Hall.

 

iDEYABREW is designed to help interested faculty and students to ‘identify and discover potential problems or challenges from their environment that they can transform into an idea of opportunity, which can be accelerated and incubated to become a potential startup company in the future’.

The workshop was participated in by 100 faculty and students from the different colleges of the University. Resource persons and facilitators were John Dave Del Rosasio and Marlo Novino from CIT@MSU-IIT.

During the workshop proper, participants were randomly grouped to work on a ‘problem’ and propose a ‘solution’. The facilitators gave a thumbs up on the output of two groups – ‘USeP app’ and ‘UWork’. Both are IT-based projects.

USeP top 6 performing school in electrical engineer board exam, grad ranks 4th

The University of Southeastern Philippines ranked sixth among the top schools, with 50 or more examinees, in the electrical engineer licensure examinations held in Manila, Baguio, Cagayan de Oro, Cebu, Davao, Iloilo, Legazpi, and Lucena this month. The University got an institutional passing rate of 83.32 (57 out of 68). National passing rate was 68.46 (2,817 out of 4,115).

 

Aside from making it as one of the top performing schools, a graduate of USeP also made it to the top ten passers. Keven Teves Cabante notched the fourth place with a rating of 90.20.

 

It can be recalled that USeP ranked fourth in the electrical engineer board examination held in September last year. Also, a graduate of the University got the eight spot in the same examination.

 

In last month’s mining engineer licensure examination, a graduate of USeP College of Engineering in Davao City notched the tenth place. The University was also named as top three performing school while two of its graduates ranked seventh and ninth in this year’s geologist licensure examination.

USeP breaks ground on new CGB bldg.

Ground was broken on September 14 on a new building for the College of Governance and Business in the University of Southeastern Philippines, Obrero, Davao City campus.

The CGB Dean, Dr. Edeliza Gonzales; CGB Faculty Club President, Dr. Gilbert Gordo; CGB Graduate School President, Mr. Exequiel Gono; and Obrero Campus Alumni Association President, Dr. Antonio Faunillan, Jr., all said that the proposed CGB building is a long awaited facility for a college that has been sharing space with the other colleges in the campus. They are all thankful for the project and hope that it will be finished on time.

According to Architect Ericson Europa, Physical Development Division Director of the University, the said building will consist of five (5) floors, each floor having 798.75 square meters and the whole building will have a total floor area of 3,993.75 square meters. On the ground floor, the Admin Office, the Faculty Room, the Business Center, the Research and Extension Office, the Defense Room and two classrooms will be built. On the second floor, the Library, Computer Laboratories, and four classrooms will be established. The third, fourth and fifth floors will be constructed with eight classrooms per floor which will give a total of 30 classrooms in the entire building.

In her speech, Dr. Lourdes C. Generalao, the University President, reassured the students, faculty and staff that the said building will be finished during her term. “All buildings must be finished. This is my commitment. We will see results.” President Generalao underscored. She also mentioned that the fifth floor will be dedicated to the soon to be established College of Law in the University. President Generalao also mentioned the soon-to-rise infrastructures in the Campus. Among those are the Engineering Building, Science Laboratory Building, Technology and Livelihood Education Building. The Information Technology Building, and the Industrial, Electronics and Mechatronics Training Center Building are currently constructed.

Church, academe partner for drug crisis intervention

DAVAO CITY—In response to the problem on drug addiction among young people, the Archdiocese of Davao and the University of Southeastern Philippines (USeP) have forged a partnership as their intervention to the ongoing crisis.

 

Through the Sagop Kinabuhi Program 2 (SKP 2), USeP and the Archdiocese of Davao have formed a partnership as their proactive approach in the drug crisis that has destroyed the future of young people and even  resulted to the deaths of thousands as reported in the media.

 

SKP is the concrete response of the Church to the mass surrender of prohibited drug users and pushers, now known as Voluntary Submission for Reformation (VSR) persons resulting from the government’s ongoing war on drugs.

 

The Church through its Archdiocesan Social Action Center (ASAC) and USeP have designed SKP to contribute to the multi-sectoral efforts at reconciling and reunifying VSRs to their respective families and communities.

 

Using the framework advocated by the Department of Health, SKP wants to address drug dependency and do some interventions to bring back the lost self-confidence, self-respect and self-worth of VSRs so that they will become productive members of their families and communities once again.

 

Aside from that, the program is also aiming to create a functional working relationship with the barangays and parishes and its Gagmay’ng Kristohanong Katilingban (GKK) situated within the SKP program site.

 

The Talomo District has been chosen as pilot site for the implementation of SKP as this area is identified as this is a strategic geographical location being a rural-urban area.

 

It is worth mentioning that SKP is not intended for Catholics alone but for all drug dependents and drug pushers from different denominations who want to submit themselves to the program.

 

Aside from that, only those mild and moderate cases of drug dependency will be catered by the program. Severe and mentally-ill dependents will be catered by other agencies like rehabilitation centers and hospitals.

 

It can be recalled that SKP was already ran in Davao City in 2003 until 2011 with USeP and ASAC as partners  and the Archbishop of Davao Romulo G. Valles wants to revive and continue the said program.

 

Archbishop Valles challenged the clergy of Davao how they can respond to the ongoing drug crisis and they have agreed to continue SKP who was once under the leadership of former ASAC Director Fr. Emmanuel Gonzaga, the current chaplain to the City Mayor’s Office.

 

Fr. Gonzaga then led the planning to revive SKP together with the people who were part of this program and the partner agencies who helped in financing and running the program.

 

USeP headed by the President, Dr. Lourdes Generalao, has then signified its support for the implementation of SKP in the different parishes in the Archdiocese of Davao.

 

As of now, there are nine intervention programs and activities slated for the VSRs in Davao City namely: (1) Social Services (psychosocial interventions, financial and material assistance); (2) Home/Family (parenting seminars/trainings); (3) Educational Services (formal or non-formal, scholarship support); (4) Psychological/Psychiatric Assessment; (5) Productivity (skills training and job placement); (6) Health Education (STD/HIV/Hepatitis, lung diseases, malnourishment); (7) Religious/Spirituality (value formation); (8) Dietetics (right food, detoxification, healthy lifestyle); and (9) Sports and recreational activities.

 

The Archdiocese of Davao and USeP hope to make the program successful as they are optimistic that they will be able to contribute to the solution to the drug menace and improve the lives of the people who are part of SKP.

 

The launching of SKP is set on October 7, 3:00 PM at San Pablo Parish. The group has invited President Rodrigo Duterte as the guest of honor. (SKP Press Release)

Rapha Julysses Perez, a 5th year BS in Electrical Engineering student, and Jezrel Olaer, a student of the Master of Business Administration Major in Corporate Management of the University of Southeastern Philippines, were among the country’s representatives in the 2nd Batch of Japan East Asia Network of Exchange for Students and Youths (JENESYS) program which focused on “Transportation Systems and Services” held in Japan from September 25 – October 4, 2016.

The ten-day program became an opportunity for the delegates to learn about the transportation infrastructure of Japan, the evolution of trains throughout generations, and the reasons why the innovations never ceased.

The Philippine delegation were joined by participants from neighboring ASEAN countries, Timor-Leste, and India.

Among the prefectures visited were Hyogo, Osaka, Shiga, and Aichi.

Aside from transportation infrastructures, the participants had the privilege to experience Japan’s culture, including admirable societal manners and traits of the Japanese people.

The twelve (12) students who comprised the Philippine delegation were selected from different HEIs in the country on a merit basis. With them are six (6) professionals from different offices.

The program was organized by Japan International Cooperation Center, with the support of the ASEAN Secretariat, and in collaboration with the National Youth Commission (NYC). (IMGFernandez)

MOA Signing for Education Behind Bars Program

Dr. Aland Mizell, President of Social Entrepreneurship Technology and Business Institute (SETBI), and Atty. Susan Cariaga, Vice President of SETBI, had a meeting with USeP President, Dr. Lourdes Generalao, on September 21, 2016 at the USeP President’s Office.

The meeting led to the signing of MOA among USeP, SETBI, and Bureau of Jail Management and Penology for a program on Prison Rehabilitation and College Education Behind Bars, a comprehensive college educational program for the detainees in Ma-a Jail of Davao City. According to SETBI, the pilot program aims to reduce recidivism and to improve work and life choices after the release of the detainees. The signing happened on September 28, 2016 at the House of Representative, Batasan Road, Batasan Hills, Quezon City and it was witnessed by Congresswoman Mylene Garcia-Albano of the Second District of Davao City and Atty. Lily Freida M. Milla, CESO IV, Director III, International Affairs Staff, Commission on Higher Education.
